If the mind is wise and compassionate being free from ignorance and egoism, then this mind won't be performing actions and generating reactions that would induce harmful consequences and disharmony in oneself and/or others, without the need of 'self-control' or 'controlled by others' or 'fear towards God, or punishment, or hell'. There's even needless of 'self-awareness' or 'self-control' to 'restrict' one's behavior to be or not to be in certain way.
If the mind is not free from ignorance and egoism, it's void of wisdom and compassion, then even though there are many teachings from different social/cultural/religious belief and practice that emphasize on 'fear towards God', or 'fear towards law and punishment', or 'fear towards hell', in order to 'control' people's behavior to be and not to be in certain way, it won't and doesn't stop the mind from performing actions and generating reactions that would induce harmful consequences and disharmony in oneself and/or others out of ignorance and egoism.
Human's behavior cannot be under 'controlled' by 'fear', 'law', and 'punishment'.
The world would never become a better place if people think and believe that there's a need to 'control' people's behavior to be or not to be in certain way by implementing 'control' through 'fear', 'law' and 'punishment'. The history has been teaching human beings that 'fear', 'law' and 'punishment' didn't and don't work. Unfortunately, most human beings are still under the influence of ignorance very much.
Even if there is self-awareness and self-control in oneself to be restricting oneself from performing actions and generating reactions that would induce harmful consequences and disharmony in oneself and/or others, it is not because of 'fear towards God, law and punishment, or hell'. If there's 'fear of something' to motivate or demotivate oneself from performing or not performing certain actions, this mind will never be free from all kinds of suffering deriving from ignorance and the consequences of ignorance.
Why does anyone 'need' to be fearful towards a 'God existence' that is 'supposedly' almighty, that represents unconditional non-discriminative loving kindness, unless that 'God existence' is not almighty as it is not unconditional and non-discriminative loving kindness at all, but only full of condition, discrimination, anger, hatred and violence?
While the teachings of yoga and Buddhism is about be free from fear to realize fearlessness through the annihilation of ignorance and egoism, and realizing selflessness, wisdom and compassion.
It's everyone's freedom whether they want a 'better' world under the 'control' by fear, anger, hatred and violence, or they want a 'better' world that is free from fear, anger, hatred and violence.
Most social/cultural/religious belief and practice talk about 'peace', but how can peace be present or available when there's so much compulsory 'fear'?
Inquire the truth of everything.
